Of 205 councils contacted, 178 replied – 154 confirmed they operate public charging points and 143 provided compliance data. Among those, 67% said they are fully compliant with PCPR requirements, up from 47% in 2024. Meanwhile, just 6% reported complete non-compliance, down from 21% last year.

The number of public charge points has surged to 30,651 – up from 20,979 – with 82% now fully compliant, compared with 58% in 2024.

According to Drax, the improvements reflect councils’ efforts to deliver contactless payments, 24/7 helplines, open-data access and reliable rapid-charging uptime.

However, Drax warns that the next regulatory phase – including roaming interoperability and deeper data sharing from November 2025 – will require continued investment and coordination.
