The Welsh authority has launched a ‘Trolibocs’ scheme: a system of stackable boxes for households to sort their recyclables each week.
The Welsh Government expects councils to recycle 70% of the waste they collect by 2025.
Denbighshire chief executive Graham Boase said: ‘In rolling out our new system, we've encountered some issues and problems, and that has resulted in people having missed collections. For that I apologise.’
‘We accept it is a sizable minority that runs into thousands of households that haven't had their waste collected,’ he said.
Temporary measures will help resolve issues, including extra vehicles and staff, crews out on Saturday to catch up on missed areas, and staff from other departments brought in to support collections.
The council said it recognised residents’ ‘frustrations’ and expected that difficulties would ease as the new service was embedded.
