The consultation follows the announcement of the UK adopting a zero emission vehicle (ZEV) mandate in the Net Zero Strategy in October 2021.
It is seeking views on the level of ZEV uptake, how certificates could be allocated and used, and the banking, borrowing and transfer of ZEV certificates.
The Department for Transport is also seeking views on the possibility of derogations and exemptions within the ZEV mandate.
The consultation period began on 7 April and will run until 10 June 2022.
