The incident happened at around 6:45am, Herefordshire Council confirmed.
A council spokesperson said teams are working with partner agencies to assess the situation and urged people to avoid the area while emergency crews carry out their work.
A council spokesperson said: ‘Our thoughts are with those involved in the incident and their families. We would like to thank the emergency services for their swift response. Further updates will be issued when more facts are known.’
Update: Andzie 'Stan' Stanik, 62, a council-contracted worker was killed in the incident.
