LAPV set to launch new fleet procurement guide

LAPV is producing a major new guide for local authority fleet managers, procurement officers and senior council officers, set to launch in early October.

The LAPV Fleet Procurement Guide will offer practical, in-depth guidance on the biggest issues facing council fleet teams right now – from navigating local government reorganisation (LGR) to specifying vehicles for Simpler Recycling, making long-term decarbonisation decisions, and choosing the right procurement framework.

The guide opens with a scene-setting feature examining the scale of change confronting fleet teams in 2026, as LGR, Simpler Recycling and decarbonisation pressures converge against a backdrop of tightening budgets. It then moves through four dedicated sections.

The first looks at procurement in the context of local government reorganisation (LGR), including an interview with Austin Shields, Senior Manager – Fleet Services at Westmorland and Furness Council, on building a unified fleet from seven legacy councils. LGR might be on pause but it remains a salient issue for councils everywhere. The second, contributed to by Chris Demetriou, Assistant Director of Corporate Fleet, Transport & Accessible Community Transport at Islington Council, explores how councils are making long-term technology choices – from electric refuse vehicles to hydrogen pilots – including whole-life costing and charging infrastructure planning. The third, which features contributions from WRAP and Basildon Council’s James Hendry, examines the vehicle specification challenges created by food waste collections and four-stream kerbside recycling, while the fourth offers a practical guide to selecting the right frameworks available to councils.

The guide will be essential reading for anyone involved in specifying, funding or delivering council fleet services, and is expected to become a key reference point for the sector.
