CIWM is set to develop and deliver a new Controllers and Transporters (CaT) Competence Scheme, supporting Government reforms to the waste carrier, broker and dealer (CBD) regime.
Announced by Defra as part of efforts to tackle an estimated £1bn annual waste crime problem, the reforms will replace the current CBD registration system with a new environmental permitting regime. Subject to legislation, the permit-based system is expected to launch in 2027.
A key change is the introduction of mandatory technical competence requirements – currently absent from the system. CIWM is working with the Environment Agency to deliver the ‘individual’ route of the CaT Competence Scheme, offering a credible framework for demonstrating competence under the Environmental Permitting Regulations.
Dan Cooke, CIWM’s Director of Policy, Communications and External Affairs, said the reforms mark ‘a significant step forward’ for professional standards and accountability across the sector.
